'Lights go out' under council plans - 13/02/2008

Several local authorities are switching off street lights at night in order to save on emissions, the BBC reports.
Trials are being conducted on the lights by councils obliged to cut waste in central government-imposed targets.
However, some residents have expressed concerns that streets might become less safe to walk at night under the schemes.
An increased burglary threat, putting home insurance policies at risk, could also result from the switch-off.
AA president Edmund King commented: "Turning off street lights to save money or CO2 may backfire in terms of increased accidents and crime."
He added: "Local authorities concerned at the environmental impact should consider more environmentally-friendly lighting rather than putting us all in the dark."
Local authorities in Buckinghamshire, Gloucestershire, Essex, Hampshire and Hertfordshire are all conducting street light schemes.
