Parking penalties overhauled by government - 03/03/2008

A revolution among Britain's much-hated traffic wardens could result from some new government regulations.
The new guidelines, which will be enforced through local councils, were announced by transport minister Rosie Winterton last week.
Councils have now been banned from using penalty fees to raise revenue - and have also had the internal ticket-issuing targets used by some outlawed.
This could be good news for drivers, who are already faced by rising car tax, petrol prices and car insurance premiums.
Ms Winterton commented: "The government has been quite clear that parking enforcement must be fair, clear, consistent and based on robust evidence - we want to increase public confidence in parking.
"However, there is a perception that motorists are sometimes unfairly penalised. To overcome this
we are introducing new powers to make parking enforcement fairer and easier to challenge."
The new rules come into force on March 31st.
