Mobile users cut in Manchester - 05/09/2007

Manchester police have claimed that recent efforts to stop drivers using their mobile phones at the wheel have met with some success.
New legislation has been passed, which doubles the fine for the offence and adds three penalty points to the licence of each driver caught in the act.
The Manchester Evening News reports that the average monthly rate, post-reform, of drivers being charged for using their phones has dropped to 962 in the region.
Previously, this figure stood at around 1,390.
The generally increased accident rate through the use of mobile phones has bumped up car insurance premiums nationwide.
Manchester police inspector John Williams, talking to the newspaper, said: "Talking on a mobile phone while driving seriously affects concentration and ability to react to dangerous situations. We are pleased that more people are abiding by the law."
The crackdown on people using their handheld phones while driving has been aided by several high profile news stories - including the case of Durham driver Rachel Begg, who was convicted last month of killing a grandmother in a 70mph collision. She was sending a text message at the time of the accident.
